This probably refers to the 'control'. In a very simple experiment you may add food colouring to a solution to see what colour it sent the solution. You would also have a second sample of the solution which you would not add food colouring to. This would be your control and would serve the purpose of making sure that the solution wouldn't have changed colour by itself anyway. It would also be there for comparison, so that you could compare the colours to see just how much the colour had changed.
The part of an experiment that is used for comparison is called the control. You test on one group, and don't test anything on the other, and then you see if the changes in the one are different than the other, or if the changes you see with the test are just the same normal variances you would see in the control.
The wording of the question is odd, so you may mean the independent variable or the control group.
The independent variable is changed between groups in order to observe the result in the dependent variable.
The control group has the independent variable set to what "normal" would be, so that a baseline can be determined.
For example, in drug studies, there are at least two groups. The control group gets a fake drug called a placebo, because the normal condition is to not have the drug, while the other gets the real drug. Results are compared after the trial is over.
