The past participle (and simple past) is willed.
The word will is used specifically to indicate something that is going to happen in the future; it has no applicability to the past, and has no past tense. I will go to the store, in the future. I did go to the store, in the past. This is correct for the auxiliary verb will. However, it ignores the (posibly obsolete) use of "will" as an ordinary verb, meaning "wish". In that usage, there is a past tense form, "would".
