It requires you to restrict your definition of whistling to the sound produced by humans through pursed lips...'Wind whistling' is certainly not on par with 'Sun peeking', 'Fog creeping', 'Stink smacking you in the face' and such.To make the given example stronger, you could say that the "wind whistled a song through the trees". That gives the wind a distinct animate attribute and separates it from inanimate objects like fire crackers, speeding cars and, well, whistles.
You have run into an example of what, in rhetoric, is called "begging the question"--assuming that the sentence did, in fact, demonstrate personification.

The personification in the sentence is giving human qualities to the wind by suggesting it can whistle like a person.
