This must be something in the cartoon segment of the film which was immaterial to the plot. there was a Disney animal cartoon- full length- the Fox and the Hound- with a racial tolerance in the animal kingdom plot implication. I do not know about Horses and foxes in Mary Poppins there is a scene with a magically animated Merry Go Round that turns into a real live Horse Race, with Mary jockeying for position. That is not the same thing. these were cartoon segments adding little or nothing to the plot.
In any story it is kind of required (but not firmly necessary) for there to be a plot. A plot requires that there be a crisis and a resolution. With a Utopian story it is difficult to have a crisis as that kind of goes against the definition of the term. In a dystopia however it come with a discord already built in and from that a crisis is easy to manufacture. Having a dystopia story automatically makes it science fiction.

The plot is far too heavy and grave for juvenile cartoon fare. Even iif it takes place in the past, the plot is far too anticlerical and, well Film Noir. The l996 cartoon somehow twisted the plot around to allow for a happy conclusion for the deformed title character and his paramour. I don"t know how they did it, but both parties died in the original. ( Esmeralda and Quasimodo).
