The serial number is located by the bottom of the barrel right in front of the trigger guard. Also, since these guns are considered "throw aways" for criminals, high point also puts in a hidden serial number. I have not been able to locate it however.

Usually, not a lot. Really expensive bikes will usually be registered by equipment level, point of sale and original customer linked to the serial number. But for a normally priced bike, if you know the manufacturer, the serial number will tell you the year of manufacture and that's about it.
