Incredibly low-- as close to zero as you can get without actually being there. There is evidence of frozen water on the moon's surface, so who knows what wonders might exist beyond our current grasp? This answer only admits the fact that we cannot really say the possibility is absolutely and forever at 'zero'. But I wouldn't put money on anyone who is looking to find out.
