There is no prescription, it's a natural build up of sebum. You just need to wash yourself more often. If you think it maybe more than just smegma, i.e. if you're itching, painful, and there is a bad odor, it might be thrush. Thrush is a fungus. It can be sexually transmitted or caused by poor hygiene and wearing tight underwear or underwear made of unnatural fibers. You can get an over the counter cream for this. It's easy to fix. Or you could always go to a clinic/doctor and ask them for help/advice.

Smegma is a combination of dead skin cells ans materials that are exuded by the penis under the foreskin that look after the well being of the glans. only a dead penis does not produce smegma. in the case of the circumcised penis the glans still drop dead skin and these protective fats and fluids are still produced but the are rubbed of on the underwear along with the sensitivity that comes with and under the normal foreskin. To keep the penis relatively clear of smegma you simply wash it regularly. I have an intact penis and I don't remember ever having noticed it except when I was a child.
