Generally Minimum Security prisons are alot safer than maximum. The main force behind keeping order in minimum security prisons are the inmates themselves. Many of them are in for a couple of years and do not want to extend their stay through violence.

Also, the guards maintain order by sending people to solitary confinement for weeks on end, no sunlight, darkness.
