If you need to know the opinion on something of "seventy year and older Republican voters with a twice-median income" you can't choose randomly but you have to select your target group carefully. But if you need the opinion of 'the average American" on something, you have to pick your interviewees randomly AND in large numbers to make sure that you get a group that is really representative of the 'average' citizen.
