A group of scholars (Usually Parlimentary), discuss something. Make this discussion into a bill, once passed by Parliament this then becomes a act of Parliament. Upon receipt of the royal assent (queen) it then becomes a statute.

But one law they do not like you yo know is that all acts, bills and statutes only carry force of the law when consented by the governed which is us. The scholars i mentioned are supppose to be a group elected on our behalf to discuss these matters but it never happens, its people the government put in to keep their agendas in tow.
