Computers function in a mechanical fashion, without actually knowing what they are doing. In the event that clever computer programmers should ever succeed in creating artificial intelligence, then computers will probably understand English (but who knows, perhaps they will understand Chinese). There are many different programming languages. Ultimately, all of them are used to create instructions in machine language. That is the programming language upon which all others depend.
