What is the proper way to use light?

A safety light can be put on many different places and purposes. You could have lights on you and your pet if you go out at night. You could also have safety lights on your vehicle (bicycle, motorcycle etc.) and you could have safety light at building site and inside a public building. Many public servants also have safety lights on them, such as firemen and road builders.

A proper way to use safety lights on a pedestrian & pet is to have enough lights/reflectors so you are visible from any angle. One could also argument the point is not to look like a Christmas tree, though. Usually one light on your back and reflectors on both of your (mid-arm) sleeves is enough.

What comes to the safety lights on vehicles and public buildings, several regulations are in affect. The regulations determine what color a safety light may be and where and what height it may/must be located. Any safety light on a vehicle may not blink or otherwise look like an ambulance or police vehicle.

In some countries all extra lights are not permitted altogether.

For example in Finland all lighting except the inbuilt ones on a vehicle are not permitted. So for example one may not add lights under the vehicle or have lit wheels. One may not even add extra headlights on a vehicle.
