I don't know one solely dedicated to psx ROMs but cydia.myrepospace.com/ROMlous has over 120 ROMs and the manager of the source takes requests for ROMs to add to the repo. Hope this helps.
You have to find a hex editor compatible with PSX roms.

well basically you get an emulator for ps1 games, and once al downloaded and installed you click, File, Open Rom,( or Open Rom) depending on which emulator you are using( i find AdrillPSX ILE 1.0.5 to be the best) and click on wherever you saved the Rom file (Of which you download from a site) and click it to play. to find rroms just search psx roms on google. :) hope this helps
