This could arise if the victim placed his/her trust in the supposed knowledge and acumen of the unlicensed agent, and the victim was damaged as a result of the fact that the agent was not, in fact, licensed. An example of this might be that the insurance that the victim thought was being purchased never went into effect because the agent was never authorized to represent the insurer.
