Without a programming language, software developers would still be writing binary ones and zeroes in order to make software run on a computer. This would be tedious and relatively error prone compared to using programming languages; software would take longer to be developed, and might have more bugs than software written in higher level languages. This is not because machine code is "harder" to understand per se, but because it would be easy to point to an incorrect memory address, or set a wrong bit, and so on, plus debugging would be relatively difficult without an easy way to obtain a stack trace, debug logs, and so on.
