Cardiopulmonary Resuscitation and Automated External Defibrillator
EN531 is a European standard for electrical safety and NFPA 70E is a US standard for electrical safety. The standards do deal with very similar procedures but in order for garments to meet the EN531 standard they have to be tested by the qualifying associations. Not all manufacturers will do this because there is a very high costs to the testing and it really comes down to where the products are sold to justify the testing costs. EN 531 is also an obsolete European Standard for workwear flammability tests.
This is a very complicated matter, but as a practical matter the answer is "Yes." The analysis should be entrusted to an expert in NFPA 70E, OSHA regs, and Arc Flash Hazard Analysis. Arc Flash warning labels alert employees of the dangers they are about to encounter and inform them of the correct PPE. According to OSHA regional director Richard Terrill, "The employer is required to conduct an assessment in accordance with CFR 1910.132(d)(1). If an arc flash is present, or likely to be present, then the employer must select and require employees to use protective apparel. Employees who conduct the hazard/risk assessment, and select and require their employees to use protective clothing and offer PPE appropriate for the task, as stated in the NFPA 70E, are deemed in compliance with the hazard assessment and equipment selection OSHA standard."

NFPA 70E110.6 c) Emergency Procedures. Employees exposed to shock hazards shall be trained in methods of release of victims from contact with exposed electrical conductors or circuit parts. Employees shall be regularly instructed in methods of first aid and emergency procedures, such as approved methods of resuscitation, if their duties warrant suchtraining. Training of employees in approved methods of resuscitation shall be certified by the employer annually.
