It cites the reasons for government and the foundation of government. This was a very new idea when you consider that government came, not from the people, but from Kings. The world had been ruled from the top down and to think that people had the RIGHT to determine the type of government they want was a real change. Think of the world like an upside down pyramid. The king at the top ( at the pointed end), then the Nobles ,Clergy, and towards the middle the merchants, finally at the widest end were the rest of the people. Draw this out and you will understand what Jefferson is talking about in the Declaration.
