The roads surrounding the imperial city, at one of the intersections will be a ruin, i can't remember the full name but it starts with a "v" go in there and you will find umbra at the very on of the ruins.
You get the quest at the shrine of Clavicus Vile - which is a short way due east from the very bottom tip of the land the Imperial City Waterfront was built on. She is in a single level Ayleid ruin called Vindasel located SW of the imperial city to the West of a small bridge on the road that circles the City.
The woman who carries it also has full Ebony Armour and is very tough but won't attack you when you first go into the room. There is a broken column by the balcony you can get onto to use your bow though.
The person is located in the Ayleid Ruin Vindasel which is South West of the Imperial City Waterfront across the lake. The sword is carried by the person and presumably located near her.
Bear in mind that the Umbra sword is related to a quest for a daedric shrine of Clavicus Vile.
When you're a low level it is best to use summoning strolls (such as Ice Acronach) and use sneak attacks for double damage. If you're a high level its best to use strong equipment. And for both of them you will need to use lots of health potions.
She is in the Ayleid ruin called Vindasel.
There is no Umbra Sword or person in Skyrim, as of now. Hopefully, it will be added in DLC.

umbra is on a character named umbra in an ayleid ruin. i believe its just south of imperial city moat. its called vindaesel. It is part of clavicus vile's quest where you can return the sword to him or get his mask. goldbrand is boethias reward fo finishing his quest.

if you got it to stop being a quest item you just get multiple scrolls like 3 click on those scrolls of the same type in your inventorie and then drop umbra and it shuld be cloned sorry if you want umbra and the thing clavicas vile gives you for umbra

You get it by completing the deadra prince quest of clavicus vile. It looks like a theatre mask and fortifies your personality by 20. However, in order to get it, you have to give up the most powerful sword in the basic game, Umbra. In comparison, when a deadric claymore does 31 damage, Umbra does around 33.
