I don't think there is such a cape. To get fast prayer experience, offer bones or special ashes on a gilded altar, in a player-owned house. If both burners are lit, you get 3.5 times the normal experience for each bone or ashes.
You will get 2 quest points, 11,000 prayer experience, 15,300 defense experience, access to the Fisher realm, and the ability to put a picture of King Arthur for decoration in your POH.
A quest on Runescape is an adventure that puts you in a conflict, you solve it and you get rewards like money, skill experience points, quest points, and items.
Such quests may exist, but if it is farming experience you want, better just go ahead and do some farming. That will be much faster than any quest.

No, the only chance you get for defence experience is after doing the entire quest you get a 20k experience lamp which you can use for any skill. :)
