The Thoroughbred breed has two lines that carry the creme gene. This gene can produce palomino, buckskin, smokey black, cremello and perlino. There are also sabino and overo genetics in Thoroughbreds that produce varying degrees of spotting including horses that are essentially white.
In Thoroughbreds the term "roan" refers to horses with the grey gene that have a non-black base coat color. For example: a chestnut foal with the grey gene would be reported as being a roan.
True roan color (horses with the Rn gene) do not exist in the United States with a report of one true roan Thoroughbred reported in New Zealand (Catch a Bird) who has offspring that are true roan.
This amounts to less than a dozen true roan Thoroughbreds in the world (this number may be higher as there is no current report found).

Pinto is a color not a breed of horses. There is a Pinto Horse Association which can include any breed. The American Paint Horse Association includes only horses with Quarter Horse, Paint Horse, or Thoroughbred bloodlines. So a 'Pinto' is a white and any other color in 'patches' of any breed, while a 'Paint' is white and any other color in 'patches' of the Quarter Horse, Paint or Thoroughbred breeds.

GoGo Crazy Bones released a number of rare characters per series. The rare characters are not decided by solely by color. However, when looking for rare characters, collectors are aware of the color combinations, facial designs, and names that designate "rare."
I don't think color matters but you generally don't' find paint thoroughbreds.
I think the blue one is rare :D Blues are no longer rare. Tri colors are more rare.
