There aren't any "rare" breeds of horses on Howrse. The closest you could get would be a Xanthos, Sleipnr, or the one and only Cowbra. Those are Divine horses though, and you can only get them in card packs, or spend millions of equus and buy one from auction. Or if you're lucky you can get one for 200,000e and 10 passes from a Private Sale.
The best ones are most likely Arabian, Knabstrupper, Gypsy Vanner, Paints and quarter horses. Currently, thought the most valued (equus-wise) would be the Knabstrupper. As for competitions, Classical would be Arabian, and Western would be the quarter horse. Personally, I choose Arabians. They are great in competitions, and if you train them fully, and BLUP them, sell for high values in the sales.
on horseisle if you go to any library and look through the bbb big book of breeds there u can search through the breeds and it tells you the rarest color you can also rent a unicorns or pegasus from cloud isle for a real life 2 hours i dont know hoow to ge tto cloud isle but to rent a rare horse you have to pay 1 million dollars for it

And it really depends on the breed. Roan and Palomino are rare for some breeds for example, but not for all.
The Paso Fino is currently the "rarest" horse on Howrse (8416 of them).
None of them are exceptionally rare but new ones are hard to get at first after a couple of weeks there no longer rare.
