I am guessing you have a blank coin - one that somehow slipped through the minting process without getting the front and back designs struck on it.
If so, is a more common error than you might think due to the billions of cents that are minted every year, and would sell for about $3 at retail.
Most 1994 pennies in circulated condition are only worth their face value of $0.01. These coins can only sell for a premium in uncirculated condition. The 1994 penny with no mint mark and the 1994 D penny are each worth around $0.30 in uncirculated condition with an MS 65 grade.
It's worth exactly 1 cent.
Please post a new, separate question with the coin's date and actual denomination. First, the term "minted" describes the process by which a coin is made so an "unminted" coin by definition is one that hasn't been made yet, and so it can't exist. Second, JFK is on the HALF dollar. The last US silver dollars for circulation were made in 1935.

If by "unminted" you mean it doesn't have a mint mark, that indicates that the coin was minted in Philadelphia. It's worth around 5 cents.
A rarity is something that is rare, unusual, or uncommon. An example of a rarity is a penny that has heads on both sides or snowstorms in the south.
It's not clear what you mean by "unminted". If you mean that the coin has no image on it, how could you know it's from 1967? If you mean it has no mint mark, that's very different. NO coins made in 1967 had mint marks because the government ordered them to be eliminated until the coin shortage of the times was resolved. In any case billions of 1967 cents were made and any that you find in change are worth 1 cent only.
What mainly determines the value is the rarity of the penny. A date where 3 billion were minted is never going to be worth as much as one with under 1 million.
The value depends on the condition, rarity, and whether it is a Lincoln penny or a Wheat penny. A local coin collector will be better able to advise you upon visual inspection of your coin.
A 1994 penny is incredibly common. They are only worth face value. They are commonly found in pocket change.
This is considered an "error coin" and is rare. Depending on the "eye appeal", rarity and significance of the error, the penny may be moderately valuable.
No such thing as a 94 silver penny.
wipe the dust outta yer eyes its a copper penny
A 1994 US cent is zinc not copper, spend it.
