The least expensive way is to use adhesive. There are certain adhesives and procedures especially designed for this purpose.
A cement anchor is a general term to describe a fastner that is attached to concrete. Common concrete anchors have a lead tip that mushrooms and "grabs" the concrete. Usually a hole is first drilled into the concrete. Then a concrete anchor is driven into the hole using a hammer. This allows for attaching wood or metal to concrete.
Any sort of post that you are going to be attaching to concrete needs to be securely fastened to the concrete using nuts and bolts. Liquid nails is a strong product but does not give assurance that the posts will be securely fastened to the concrete.
Good ol' yellow wood glue.
If you mean the white and yellow glues, I see it as 100% adhesive.
Spray contact adhesive will do it.

Concrete does not crack if done properly unlike wood.

Rub the adhesive with Goof Off on a rough rag.
concrete is better than wood because concrete is much stronger and that's why most of the building are made out of it
