State sovereignty reigned supreme under the Articles of Confederation and Perpetual Union. The ratification of the United States Constitution relegated state sovereignty to a joint sharing of power with the sovereignty of the nation. You might rephrase this question with, how are individual liberties best protected? The Founders of the United States of America answered this question by presenting the US Constitution for ratification (thus overturning the Articles) and the people answered this question by ratifying the US Constitution. Therefore, the very, very short answer to this question is that, given the ideals of the Declaration of Independence, our individual liberties are best protected by the ultimate sovereign being located in all of the people instead of the people of each individual state. Finally, investigation into the relationship between the individual and authority will yield additional insight into this very compelling question.

The Constitution was written in Philadelphia State House (not Delaware) between May and September of 1787. Signing did occur on September 17. While it was probably forwarded to Congress, it was the Congress under the Articles of Confederation which had been scrapped in favor of the Constitutional Convention. Technically, the document was forwarded to independent ratifying conventions in each state and fully ratified in early 1789.
The constitution created the three branches of government. James Madison wrote the 7 seven articles of it. Article 1 set up the legislative branch or congress. Article 2 created the judicial branch. Article 3 created the executive branch.

The biggest change from the Articles of Confederation was the creation of a stronger federal government. The Constitution created an executive and judicial branch.
The Articles of Confederation were made before the Constitution. The Articles of Confederation was lacking in many things such as balance between states, taxes, and how to ratify amendments. The Constitution solved all of these problems.
The Articles of Confederation were, in a way, our first constitution. The constitution; however, is a lot more detailed and takes care of a lot more things than the Articles.

Before our current Constitution, there was the Articles of Confederation between the various states. For a variety of reasons, the Articles of Conferation proved unsatisfactory, and so a Convention was convened to debate the formation of a "a more perfect union" through a new Constitution.
They both had to do with making changes to the articles of confederation; resulted in the drafting of the constitution.
