There should be an implamentation of an act which requires 5 selfless acts towards the less fortunate,(deemed worthy) per month and a decrease in prosperity for not complying. There shouldn't be a tax on not recycling but a fine for not doing so. Start a new wealth system which values local creativity and production. Small trade and equal wealth. Mandatory abort defective zygotes and problem fetuses. Drug test all welfare recipients, but legalize marijuana, at the same time have limits of its presence in a person's system just like alcohol. Paint all roofs white with a rater/weather proof/ heat resilient paint! Incorporate self monitoring meditation and quit medicating the for money and utalize natural preventative methods as to thwart off impending illnesses, along with diet change. Everyone should be allowed one child. And to those who don't want a child can choose to simply have none, or sign over their permitted one allowance over to a relative whom wants a second. (Keep nin mind tthe Earth is supposed to be cooling off seriously and fo4 the next few hundred years atleast) so by our using oil and increqsing co2 we are setting up the Earth's atmosphere to sustain a climate favorable as compared to the natural orbital occurrences. Incourage interracial breeding, for wider genetic variations and a vast complex immunity against diseases. But these are just a few crumbs as to what are possibilities for solutions. Definately many would disagree, but if you really want a real solution, assume responcibility over the whole world, then take in all of it's problems and then seek out the world's governments' solutions.
