From the calculations of the Cencus the 435 members of congress are divided among the states. The ratio obviously differes from year to year, but the least amount a state can have is ONE.
example: America has 10 million ppl (not real) and only 435 members of congress...soo 10,000,000 divided by 435 is... and its split accordingly. the numbers are rough and not exact.. it would be impossible to keep track if it was. :)
