Lt. Gen. Clapper served 32 years in the U.S. Air Force until he retired in 1995. Twelve years later, President George W. Bush appointed him undersecretary of defense for intelligence, putting him in charge of military intelligence assets. When President Obama took office in January 2009, he retained Clapper, who also served as director of defense intelligence and reported directly to the director of national intelligence. As a result, he has much familiarity with the office for which he has been nominated. If confirmed by the U.S. Senate, he will replace Adm. Dennis Blair and become the fourth person to hold the job since it was created in 2005 after a reorganization of the intelligence agencies.
