Currently 75 percent of children aged 12 to 17 have a cell phone. There is no one right age to buy a child a cell phone and it is totally dependent on the child and the parent.

Is this your personal cell phone, or is it owned by your employer? If the former, NO they have no right. If the latter, it is not YOUR phone, it is THEIR phone, and as such they have the right to inspect the phone.
I don't think there is a right age as long as you don't get the child one when they are 5 i don't think there is a right age. When they have after school activities or stay home by themselves then I think that's when they should get one.
