If it's on the inside of the hydrogen seal, it stops the sealing oil from traveling down the rotor.
Also, if the seal oil fails, it would help prevent hydrogen from escaping so that the generator could be safely shut down (note that the labyrinth seal would not completely stop the flow of hydrogen, only restrict it).

Depends on how you want to catigorize them ... mobile or stationary piston or turbine condensing or non-condensing and weither the power comes from the steam pressure or from the vacumm you get when you condence the steam.
