On the grounds of a strict interpretation of the US Constitution, declaring war and providing the troops and supplies appears to rest with the US Congress. There is a problem in situations where immediate military action is required, and there is no time for the US Senate to debate the issue.Also, depending on what political party controls both the legislative and executive branches, the Senate has frequently sided with a president of the same party.
Other situations have the time, to take action and as soon as possible the Senate can figure out what's going on, or the US Supreme Court has heard the case and ruled in favor of the president.
Currently, the US president has been given a wide latitude in dealing with foreign affairs. Even when both Houses of Congress raise objections, there is not enough votes to override a presidential veto.

According to the US Constitution, only Congress has the authority to formally declare war. However, the President can deploy military forces abroad without a formal declaration of war in certain circumstances.
