The royal assent is essentially the seal of approval from the monarch (or their representative, the Governors at state level and the Governor General at federal level)

It is now just a formality to satisfy constitutional olibgation, the monarch has no say about such matters and the governors act entirely on the advice of the government of the day and the leaders of the 2 houses of parliament.
