Ties hold the forms together to ensure the forms stay in place when you pour in the concrete for the column.

The above answer is incorrect. Ties have essentially nothing to do with forming concrete. They hold longitudinal rebar in place, not the formwork. They also provide shear resistance to the column as well as prevent the longitudinal rebar from buckling.
