The etymology of lobby, in the political sense, is the lobby of the house of representatives, where people were hired by big business to stand there and hold a place in line to see their Congressmen and talk to them personally, which everyone has a right to do. In practice, these hired professionals would show up days early and line up in the hundreds so that their employers' agenda would monopolize the Congressmens' time to the greatest extent possible. So basically it became almost impossible for ordinary people to see their Congressmen. The people hired to do this job became known sarcastically as lobby experts, students of lobby, and eventually just lobbyists.
