A little, to the extent that a smaller (lighter) ball is fighting the pull of gravity less as it bounces upward, so it may get a little higher. But the height the ball bounces is much more dependent upon the resiliency - the "springiness" - of the rubber or rubber compound the ball is made from.
Think of it like this, if you pick up a ball that you drop on the floor, and squeeze that ball, if it is made out of a material like rubber, it is easy to squeeze, therefor it will bounce high. If the ball is made out of steel, then I personaly could not be able to squeeze it and it won't bounce very high or not bounce at all.

If you are talking about a rubber band ball, you scrunch up a rubber band and then you wrap another rubber band around that. Keep going (if you can) around it until it's the size of a golf ball. If this is wrong, correct me, but I do believe that Bouncy Balls(Superballs) are made by taking an equal amounts of polyurethane and simple rubber and heating them to to around 400 degrees Fahrenheit and then poured into a mold and cooled. Voila! A Superball is born.
