Well I didn't know that sea salt could be used but if you go to a tatoo shop, or hot topic they sell something called H2Ocean and it helps to prevent infections :)
Sea Salt will not treat an infection, it has no antibacterial qualities and if mixed too strong will infact become caustic. Washing the piercing with antibacterial liquid soap diluted and lathered worked in to the piercing and flushed out with warm running water is the quickest way to clean out and infected piercing.

There is a store called claire's . It's all the malls around my area, any piercing or tattoo shop, walmart too. You can also make your own - add half a teaspoon of sea salt to boiling water, allow to cool to the point where it feels warm rather than hot. This is called a sea salt soak and is recommended by most piercers. EDIT: Claires soultion is alcohol based and terrible for piercings. You could also buy saline wound wash ( make sure its only sea salt and water...)
Not just regular table salt. You need to use natural sea salt. Otherwise it could have stuff added to it that's not ideal for piercings :)

for tongue piercings YES. but i don't recommend it for swellings or cracks, bcause it will hurt a lot and i doesn't do anything. saltwater is just for new piercings to heal and prevent from infections.
Sea salt is the best thing for piercing cleaning. Just let it dissolve in warm water first.
Yes, in fact the saltwater may be benneficial to the piercings healing process. I only use all natural sea salt in warm water to clean my piercings and have yet to have a single issue with any of them.
