no you will always (out of rotc) start in any branch as a 2nd lieutenant
It take 4 weeks sometime during the summer months...there are different "Regiments" and ROTC members start at different dates.

If you are commissioned as an Officer in the US Military, you receive the rank of Ensign if you are in the Navy, or if you are in the Air Force, Army, or Marine Corps you receive the rank of 2nd Lieutenant. Both are an O-1 paygrade.
New officers may not be able to afford a dress uniform, so that's one idea. A really nice set of 2nd lieutenant's rank bars would be good. If you can find one, a plaque bearing the name of his ROTC unit would make a nice keepsake.
