The reason for the illusion is as the V-shaped grove the cone rolls widens the contact point on the cone are further from the center thus allowing the CG of the cone to lower as it rolls. Many so-called "Mystery Spots" (like the one in Santa Cruz, CA) use the technique using a ball rolling down a narrow groove that gets imperceptibly wider thus creating the illusion the ball is rolling uphill when it fact is not.
If the cart is rolling downhill it will roll faster with mass, but on level ground or uphill it will roll faster without mass.
