This book takes place sometime in the future in Panem after a great war that killed much of the human race. Panem is not a safe place for the characters to live. Every district is surrounded by electric gates to keep the animals out. One of the main district is District 13. This is where the Rebels' underground base is located. At District 13, the Rebels get together to plan ways to free the districts from the Capitol. The Capitol is similar to a well-organized city rather than the run down districts. The Capitol has large, colorful buildings and the people like to dress up in costumes. Every member of the Capitol has brightly colored hair, skin and clothes.

I think because in the series, the mockingjay is known as a sign of rebellion towards the Capitol, and the last book, which is Mockingjay, at the ending, there is a stop to the Capitol ruling. I think the last book is called Mockingjay because it shows the importance of the symbol in the book.
