(Umbra is Latin for Shadow (as in Umbrella). Pen- is Latin for almost (as in peninsula 'Almost-island')
From anywhere in the Umbra the Sun is totally blocked by the Moon. From anywhere in the Penumbra the Sun is visible but partially obscured by the Moon.

I'm not sure that I understand the question, but if you are asking whether shadows can be cast in moon light, the answer is yes. But only in bright full moons would you be able to see them clearly.
