It's where you place your shoes before entering the Diwan Hall(prayer hall), because its known as disrespectful to wear shoes in the Diwan Hall. Although the soles of your feet must never face the Gurdwara, nor should your back, the Sikhsbelieve it'sdisrespectful.
A shoe room is where all the shoes are kept in a Gurdwara.
When you enter a Gurdwara your meant to take of your shoes as a sign of respect. The shoe racks are simply there for putting your shoes on.
A diwan is a worship hall in a Gurdwara
There are different rooms in the gurdwara. If it to be classed as a gurdwara it must contain a langer hall and a copy of the Guru Granth Sahib. Most Gurdwaras also contain a School Room to teach young Sikhs teachings and basic subjects, a kitchen to prepare food to be served in the langer hall. A shoe room to leave shoes in as they are not allowed in the gurdwara to show respect to the guru. A rest room is also included and several toilets. Hope this helps!
