Windows 7 and Windows 8 have the ability to create a folder. First, open an explorer window and then press Control Shift N at the same time. This will create a new folder in the explorer window.
I think you ethier mean in Windows or in a new Window. I've added the links for you. Arn't i nice :P

Do a search on your computer for 'send to' to locate the folder then add a short cut in that folder of the program you wish to send to. Reboot it then should be added to your menu

i don't think so, but however you may be able to combine the two folders into one bigger folder and create a short cut for that.
