There are now wetting agents such as Novacool UEF (Universal Extinguishing Foam) that are a much better option. This foam, which is UL listed and certified under NFPA 18, is used at 1/6 to 1/12 of the concentration of AFFF and is bio-degradable. AFFF is most effective in a contained pool of Class B flammables but is not effective on 3 dimensional fires where Novacool UEF is. AFFF is outdated technology and needs to be replaced by modern day technology.
