When Katniss enters the arena in the Quarter Quell, she sees what ends up being about twelve spokes coming out from the Cornucopia in a circle, similar to a clock, and the rest was water. This represented the twelve districts (spokes of sand) revolving around the Capitol (Cornucopia). Later in the Games, one of the characters realizes that the arena is fashioned to be like a clock ("Tick, tock, it's a clock.") because each spoke has a different feature or mechanism, that goes off to match its position on the clockface. For example, the spoke at the 3:00 position would go off at 3:00 in the morning and afternoon. Each spoke had something different on it (for example: poisonous gas).
