This question did not specify a year, as for the 2000 Galant ES it's fairly simple. You will need a flat head screw driver to remove the light bulb connector from the light bulb. The light bulb is held to the connector with a locking tab, you will need to use the screw driver to free the bulb from the locking tab on connector. Once free you can just pull the light bulb from the rubber housing. Replace with new bulb making sure you do not touch light bulb glass with hands (the grease of your hands sometimes shortens the lifespan of the bulb) snap in connector and you're done.

You may want to consider replacing both left and right at the same time in order to keep brightness and color equal (optional).
had the same problem on my 2000 galant. the bulb holder was not getting a good ground on the passenger side. i cut and wedged a piece of aluminum from a can between the bulb holder and where it fits into the light. both lights came on and worked fine. hope this helps.
Check your head light bulb or check the fuse 10A under the hood and see if it's not blown.
Assuming it is the same as a '99 Galant: you go into the trunk and unscrew the three plastic caps that are holding the fabric-covered partition on on the side of the tail light that needs the new bulb. Then, undo the nuts holding the bolts on. There is a plastic-covered bolt there - push on that and it pushes the entire tail light assembly out. Then, undo the bulb holder and replace the bulb.
