No, not if it is not defective. If the ignition switch is defective then that is all you need to replace.
There are a couple of things that can cause your Pontiac antilock brakes to lock up. The most common cause is a malfunctioning ABS sensor.

To adjust the clutch on a 1999 Pontiac Sunfire with a 2.2-liter engine, first, locate the clutch cable under the dashboard near the clutch pedal. Use a wrench to loosen the lock nut on the cable adjuster, then turn the adjuster to increase or decrease the cable tension until there’s about 1 to 1.5 inches of free play at the pedal. After adjusting, tighten the lock nut and ensure the clutch engages and disengages smoothly. Always test drive the vehicle to confirm proper clutch operation.

You can use a bolt and lock nut, probably 1/4 inch.
My Sunfire is a 2 door, so I can't be absolutely sure, but try opening one of the backdoors and look at the trailing end of the door where the latch mechanism is. There is usuallya small sliding lever there that controls the child lock. There is one on each door.
