What is the small scar where umbilical cord was attached?
This is called the navel.
It'd be very rare, but not entirely impossible. The bellybutton is the scar from where the umbilical cord left the body. If the abdominal wall hadn't closed around the umbilical cord, the cord wouldn't leave a bellybutton scar. There'd probably be a surgical scar where the hole was closed up instead.
There shouldn't be much more than a little scar by the time the pup is 6 months old. If there is a visible, soft "lump" on the belly where the umbilical cord was attached, the puppy may have an umbilical hernia. If it doesn't seem to be causing the pup pain or discomfort, and the pup is otherwise thriving and in good health, just ask your Vet to check the "lump" next time you're in…
