The smallest cup size available is AA, as it means there is a 0 inch difference between the ribcage and the bust. Not all AAs are the same size though, as the cup size is relative to the band size. A 36AA is much larger than a 24AA, and a 36AA holds the same amount of breast tissue as a 34A, 32B, 30C, 28D, 26DD, and 24E, otherwise known as "sister sizes".
People who truly fit in AA or A cups are very rare, and are called "unicorns" in the online bra fitting community. A large number of muscled men would be able to fit into DD cups. Plenty of non-muscled men as well, so you can see how AA and As are fairly rare.
Important to note is the "AAA" cups you sometimes see make no logical sense, as it means a -1 difference between ribcage and bust. This size is spawned from people fitting ladies incorrectly (adding inches to the ribcage). If a retailer sells "AAA" cup Bras, I would be extremely weary of letting their fitters near you with a measuring tape, as there is a very good chance they will put you in the wrong size bra.
