That really depends on an arbitrary limit in the definition of the size of a moon. There are moons from thousands of kilometers, there are specks of dust orbiting the gas giants (in their rings), and there are pieces in every kind of size in between. So, if you arbitrarily define (for example) that "anything above 10 meters diameter is a moon", then that will be the size of the smallest moon.
