A cell can be considered the smallest part of an organism that can operate independently and carry out the basic functions of life, such as metabolism, growth, and reproduction. It is the fundamental unit of structure and function in living organisms.
The smallest unit of government is usually a committee. A government committee generally does not have the power to levy taxes but it will make its own budget with allocated funds.
Difficult question. Viruses can be considered non-living because they lack a cellular structure and cannot metabolize things on their own. Porcine cicovirus is the smallest virus. Nanobes are considered the smallest known organism by most. But there are also Nanoarchaeum and Mycoplasma Gentilalium.
It's the smallest unit. Can be classified into two: *Free morphemes: can stan on their own (e.g.: house, dog, flower, car, walk, etc.). *Bound morphemes: can't stand alone and thus they need to be attached to a free-standing morpheme.

The atom is the smallest particle of an element that retains it's characteristics. Sub-atomic particles such as protons, neutrons and electrons form the atom and it is the amount of each of these sub-atomic particles that make the element that element.
