There are any number of programs that can do photo editing.
A popular commercial one (though not by any means the only one) is Adobe Photoshop. Adobe sometimes licenses a limited version of the software, calling it something like "Photoshop Elements", that comes as a no-cost add-on to scanners or printers or other hardware. Adobe like software but with more intuitive buttons is provided by macphun: focus pro, snapheal, fx photo studio and other apps. These are easy to run and do not require special tutorials.
There's also a truly free program that can be downloaded and used by anyone; it's called The Gimp.

Photoshop CS3 is considered the best collaboration software for photo-editing available. The software does use a lot of memory and it costs up to $600 but is considered worth the cost.
